There are two charged sheets with opposite charge densities... Outside the plates,the electric lines of force is attracted towards the negatively charged plate.. The electric line of force moves away from the positive charged plate... The two lines of forces are equal in magnitude.. So, they cancel each other.. Hence, the electric field outside those plates becomes zero...
