But if we expand or compress a spring by a non- conservative force then the potential energy of the spring increases; infact here the conservative force that is the spring force pulls the spring to its original length and thereby decreasing the potential energy.

If we expand or compress the spring by non conservative force the work done by it on the spring system in a round trip is non zero hence it produces the damping force and there is loss of kinetic energy of the spring .Hence the work should be done by conservative force so that there is no loss of kinetic energy and work done in the round trip is zero.
